Automated builds and Butler pushes!

It was a bit of a struggle to wade through all of the errors in the already-unfamiliar GitHub Actions ecosystem, but I finally pulled it off! Only took like. 2 and a half hours. kinda amazed documentation doesn't say more about using artifacts to work between jobs but then again I also didn't expect the Butler push action to be platform dependent so. yeah
